What I see in North Hollywood buildings
NoHo has changed faster than most Valley neighborhoods, and its housing reflects that: older postwar apartment courts and converted single-family homes sitting next to recent higher-density construction near the transit corridor. In my experience the older stock shows the familiar Valley pattern — clogged air conditioning condensate lines, air handlers sweating in interior closets, and slab leaks under single-story construction. In the converted properties I see something different: bathrooms and kitchens added during conversion without proper venting or waterproofing, where the moisture has nowhere to go. Summer heat keeps cooling systems running for months, which is when most of these failures surface.
North Hollywood tenant protections
North Hollywood is within the City of Los Angeles, so habitability complaints go to the Los Angeles Housing Department, and buildings constructed before October 1978 may fall under the city’s Rent Stabilization Ordinance — which covers much of the area’s older apartment stock. Newer transit-corridor construction generally will not be covered, so it is worth confirming which applies to your building.
Steps I would take
Written notice first, so there is a timestamp. Dated photographs, updated as conditions change. Medical documentation if anyone is experiencing symptoms. Receipts for anything you spend. If the landlord does not act within a reasonable time, ask the city to inspect. And in my experience, do not sign a release or move-out agreement before someone has reviewed your documentation.
