What I see in Hollywood buildings
Hollywood holds some of the oldest apartment stock still in daily use in Los Angeles — a great many 1920s and 1930s courtyard buildings and walk-ups. In my experience the problems here are structural and old: original plaster walls that hold moisture rather than shedding it, cast-iron and galvanized plumbing well past its service life, steam and hydronic heating systems that leak inside walls, and bathrooms carved out of closets during mid-century conversions with no ventilation at all. Flat and low-slope roofs on these buildings are another recurring source. When a leak starts inside a plaster wall, it is often months before anything is visible.
Hollywood tenant protections
Hollywood is within the City of Los Angeles, so habitability complaints go to the Los Angeles Housing Department, and buildings built before October 1978 may fall under the city’s Rent Stabilization Ordinance — which covers a large share of Hollywood’s older stock. Whether your building is covered affects more than rent increases, so it is worth confirming early rather than assuming.
Steps I would take
Written notice first, so there is a timestamp. Dated photographs, updated as conditions change. Medical documentation if anyone in the unit is experiencing symptoms. Receipts for anything you spend. If the landlord does not act within a reasonable time, ask the city to inspect — in my experience that single step changes more cases than anything else a tenant can do alone. And do not sign a release or move-out agreement before someone has reviewed your documentation.
