What I see in Koreatown buildings
Koreatown has some of the oldest continuously occupied apartment stock in Los Angeles, and much of it was built long before anyone designed for moisture control. In my experience the recurring problems here are cast-iron drain lines that have corroded and weep inside walls, original single-pane windows that condense heavily in winter, bathrooms with no exhaust fan at all, and high occupancy density that puts far more moisture into the air than the building was designed to handle. Add a slow roof leak on an older four-story walk-up and mold follows quickly.
Koreatown tenant protections
Most of Koreatown falls within the City of Los Angeles, which means the Los Angeles Housing Department handles habitability complaints and the city’s Rent Stabilization Ordinance may apply to buildings constructed before October 1978 — which covers a great deal of the neighborhood. My understanding is that RSO coverage matters, because it affects both rent increases and the protections around eviction. If you are unsure whether your building is covered, that is worth confirming early.
Steps I would take
Put every complaint in writing so there is a timestamp. Photograph the affected areas with dates and keep photographing as conditions change. If anyone in the unit is having symptoms, see a doctor and make sure your concerns are reflected in the record. Keep receipts. If the landlord does not act within a reasonable time, consider asking the city to inspect — in my experience that single step changes more cases than anything else a tenant can do alone. And be careful about signing a release or move-out agreement before someone has reviewed what you have.
