What I see in South Los Angeles buildings
South LA holds a large share of the city’s oldest surviving housing — early-century bungalows, duplexes, and small apartment courts, much of it built before 1940. In my experience the mold problems here trace to that age combined with long-deferred maintenance: original plumbing that has corroded through, raised-foundation homes with crawl spaces that stay damp and push moisture up into floors, roofs patched rather than replaced, and bathrooms and kitchens added or reconfigured decades ago without proper venting. Where a property has changed hands as an investment several times, I often see cosmetic repairs layered over problems nobody addressed at the source.
South Los Angeles tenant protections
Most of South Los Angeles is within the City of Los Angeles, so habitability complaints go to the Los Angeles Housing Department, and the city’s Rent Stabilization Ordinance may apply to buildings predating October 1978 — which covers the large majority of housing here. If the landlord does not act within a reasonable time, ask the city to inspect — an inspection record from a neutral agency carries weight a tenant’s own photos cannot fully replicate. And do not sign a release or move-out agreement before someone has reviewed your documentation.
