What I see in Downtown Los Angeles buildings
Downtown is unusual because so much of its housing is adaptive reuse — offices and warehouses from the 1910s through the 1960s converted into lofts. In my experience that conversion history is where problems start. Plumbing was often retrofitted into buildings never designed for residential water loads, HVAC was added into an existing shell, and large single-pane industrial windows condense heavily in winter. I also see flat roofs with aging membranes, and units where a leak two floors up travels down inside a shared wall before anyone notices.
Downtown tenant protections
Downtown sits within the City of Los Angeles, so the Los Angeles Housing Department handles habitability complaints and code enforcement. Whether the city’s Rent Stabilization Ordinance applies depends on the building — many adaptive-reuse conversions came online after the RSO cutoff, so coverage can vary building to building on the same block. That is worth confirming rather than assuming.
Steps I would take
Written notice first, always, so there is a timestamp. Dated photographs, updated as conditions change. Medical documentation if anyone is experiencing symptoms. Receipts for anything you spend. If the landlord does not act within a reasonable time, ask the city to inspect — an inspection record from a neutral agency carries weight that a tenant’s own photos cannot fully replicate. And in my experience, do not sign a release or move-out agreement before someone has reviewed your documentation.
