What I see in Van Nuys buildings
Van Nuys has one of the larger concentrations of older multifamily housing in the Valley, much of it built in the 1950s and 1960s for a very different climate expectation than we have now. In my experience the failures here are the Valley pattern at scale: air conditioning condensate lines that clog and dump into ceilings, wall-unit and window air conditioners that drip into the wall cavity below, and slab leaks in single-story construction that push moisture up into flooring. I also see a great deal of deferred maintenance in this stock — roofs and plumbing that were due for replacement years ago — which turns a small leak into a long-running one.
Van Nuys tenant protections
Van Nuys is within the City of Los Angeles, so habitability complaints go to the Los Angeles Housing Department, and buildings constructed before October 1978 may fall under the city’s Rent Stabilization Ordinance. Given the age of much of Van Nuys’ apartment stock, RSO coverage is common here. Whether your building qualifies affects more than rent increases, so it is worth confirming early.
Steps I would take
Written notice first, so there is a timestamp. Dated photographs, updated as conditions change. Medical documentation if anyone in the unit is experiencing symptoms. Receipts for anything you spend. If the landlord does not act within a reasonable time, ask the city to inspect — in my experience that step changes more cases than anything else a tenant can do alone. And do not sign a release or move-out agreement before someone has reviewed your documentation.
